Tara Conner might be out of rehab but Donald Trump is keeping her on a tight leash. Friends say that the troubled beauty queen has moved from her Trump Tower pad to a bigger apartment, which she now shares with a chaperone. "She is not allowed to go to clubs anymore," blabbed the spy, "and she has a lot of new rules for going out."

However, a spokesperson for Miss USA said, "Plans to move to a bigger apartment with a chaperone have been in the works for months, and Tara is free to go wherever she wants."
