Uh, oh, spaghattio. Jay Z's new 40/40 Club in Vegas didn't pass certain inspections, which puts a little damper on the club's plans for New Year's.

Jay Z has to refund all the money back to the people who bought tickets too! Not such a hot start to them opening up shop in Vegas. It's a hard knock life. Fo sho.
